在国家治理的发展中,行政权力行使过程中的透明性(transparency)、问贡性(accountability)及开放性(openness)不容忽视。在信息科技不断发展革新的今日,政府信息公开成了近来的国际风潮,然而过去的文献多半围绕在罗列政府信息公开政策的结果与所能产生的效益方面,甚少从组织行为的角度,理解公部门文官对于政府信息公开的态度与认同,讨论问责与政府透明开放的概念间是否存在冲突?本研究利用2008年之文官调查资料检视影响文官支持政府信息公开态度的因素,研究结果以期能与行政组织理论与数位治理的文献对话,透过理解过去政府信息公开之经验,提供政府研拟与改善目前开放资料相关政策时的参考。
