Constructing a scientific and standardized performance appraisal system for leading cadres will help guide leading cadres in establishing a scientific outlook on development and a correct view of achievements so as to enhance the leadership and governance ability of the party and promote the building of a harmonious socialist society. Over the past 10 years since the implementation of the civil service system in our country, the performance appraisal system for leading cadres has gradually formed a fairly complete scientific system through continuous development, providing a reliable reference for the appointment and removal of cadres and personnel. However, there are still some problems to be solved in the current assessment system for leading cadres. For example, the scope of the performance appraisal subject needs to be broadened, the application of performance appraisal results has to be out of step and the performance appraisal methods have to be innovated.
