本文是“教育部‘试点项目’总结性评估带来的思考”三部曲之一。它围绕着“人才培养模式改革和开放教育试点”及总结性评估所要求的学校定位、办学思路和系统建设三个层面,从开放教育本体出发,相对应地讨论了国家立法和大学章程的依存关系、教育理念和战略规划的渗透关系、以及大学组织和网络结构的相融关系,试图说明开放教育在优化体制和机制之后应该并且能够成为当下教育发展主流的力量所在。
This article is one of the “trilogy” thinking of the “Summary Evaluation of the Pilot Project of the Ministry of Education.” It revolves around the three aspects of “Pilot Project of Talents Cultivation Reform and Open Education” and the summative assessment of school orientation, school-running thinking and system construction. Starting from the main body of open education, it discusses correspondingly the national legislation and the university charter The interdependence of educational philosophy and strategic planning as well as the symbiotic relationship between university organization and network structure, trying to show that open education should and can become the main force of current education development after optimizing the system and mechanism.
