一、前言在我国的现代化建设中,特别是在水利建设中,科学与民主化的决策进程大大增加,开始逐步引入了多目标决策系统。所谓多目标决策就是以多个评价标准来衡量方案的优劣从而作出决策的过程。例如:在举世瞩目的三峡工程中,解决长江中下游防洪问题是它的第一目标,其次是发电效益,航运等效益以及要考虑建坝之后的移民,库区生态环境的变迁,泥沙问题,甚至牵涉到上海饮用水含氯量是否会增高等问题,工程效益目标的多元化形成了一个标准的多目标系统,也导致了决策的复杂化。
