文章使用制度分析和实证分析的方法,从权威性、独立性、廉洁性和专业性四个维度,剖析了中国共产党纪律检查机关在改革时期的制度变迁。基于省纪委书记职业背景的实证研究表明,纪委的权威性、独立性和专业性在改革时期有了明显的发展,廉洁性也保持在一个较高的水准。这是中国近年来反腐败工作取得明显成效的重要原因。在此基础上,文章分析了纪委和检察机关以及党委之间的关系,并对未来的改革方向进行了初步的探讨。 By using the methods of institutional analysis and empirical analysis, the article analyzes the institutional changes of the discipline inspection organs of the Communist Party of China during the reform period from the four dimensions of authority, independence, integrity and professionalism. Empirical studies based on the occupation background of Provincial Commission for Discipline Inspection indicate that the authority, independence and professionalism of the Commission for Discipline Inspection have been significantly improved during the reform period, and the cleanliness has also been maintained at a high standard. This is an important reason why China has made remarkable achievements in anti-corruption work in recent years. On this basis, the article analyzes the relationship between the Commission for Discipline Inspection and the procuratorial organs as well as party committees, and conducts a preliminary discussion on the future direction of the reform.
