基于三阶段DEA模型的水利工程建设效率分析

运用三阶段DEA模型对我国31个省、市、自治区2008年水利工程建设的运营效率进行分析。结果表明:一方面,水利工程建设效率受地区经济发展水平、科技创新和需求能力等外部环境和随机误差的影响,如果不考虑环境因素和随机干扰因素的影响,水利工程建设的纯技术效率将被低估;另一方面,水利工程建设综合技术效率偏低,主要原因是规模效率偏低,应该适当地扩大水利工程建设的规模,不断地改进管理水平、提高科技创新能力。研究还发现中国水利工程建设效率存在区Ⅱ上的差异,东部最优,中西部相对较差。 The operational efficiency of water conservancy construction in 2008 in 31 provinces, municipalities and autonomous regions in China was analyzed with the three-stage DEA model. The results show that: on the one hand, the efficiency of water conservancy construction is affected by the external environment and random error of regional economic development level, science and technology innovation and demand capability. Without considering the influence of environmental factors and random disturbance factors, the pure technical efficiency of water conservancy construction Is underestimated. On the other hand, the comprehensive technical efficiency of water conservancy construction projects is low due to the low efficiency of scale. The scale of water conservancy construction should be expanded appropriately, and the management level should be improved to improve the capability of technological innovation. The study also found that the efficiency of water conservancy construction in China there are differences in the area Ⅱ, the eastern part of the best, the Midwest is relatively poor.
