加速语言文字法制建设，对确保语文工作战略地位、巩固和发展语文改革的各项成果、全面实现“依法推普”和“依法管字”、促进市场经济和两个文明建设具有重要意义。文章分析了加速语文立法的必要性和可行性，提出在努力构建语言文字法规体系的同时，当前特别要处理好语文立法与改革、人大立法与政府法制工作、国家立法与地方立法等关系。制订《中华人民共和国语言文字法》是当前的首要任务，应该尽快筹组起草工作领导小组，着手清理已有的法规、规章，并开展社会语言生活和语文工作现状的调查研究，期以保证该法草拟工作的针对性。
Speeding up the construction of the legal system of language and writing has great significance in ensuring the strategic status of language work, consolidating and developing various achievements in language reform, comprehensively implementing “pushing forward the law according to law” and “governing according to law”, and promoting market economy and the building of the two civilizations. The article analyzes the necessity and feasibility of accelerating Chinese legislation. At the same time, it puts forward that at the same time of trying hard to construct a system of language and script, it is especially necessary to deal with the relations between Chinese legislation and reform, the legislation of the NPC and the government legal system, and between the national legislation and local legislation. The formulation of the Law of the People’s Republic of China on Language and Characters is the top priority at present and a working group on drafting work should be set up as soon as possible so as to clean up the existing laws and regulations and conduct investigations and studies on the current status of social language life and language work in order to ensure that Targeted drafting work.
