日韩两国推行的教师定期流动制度既有许多相同之处:如都由各地方政府主导在区域内实施、都有严密的操作程序和相关配套措施等;同时也在教师流动年限、操作程序以及实施效果与问题等方面存在较大不同。两国制度实践给我们以重要启示:实行教师定期流动制度必须以教师地位和待遇的切实保障为前提;必须制定科学合理的制度内容和公正的操作程序;必须根据地方实情逐步推行;必须完善相关政策法规和利益补偿机制等配套措施;等等。
There are many commonalities between Japan and South Korea in implementing the system of periodic teacher movement. For example, all teachers are implemented by the local governments in the region and have strict operating procedures and relevant supporting measures. In addition, As well as the implementation of the effect and problems there is a big difference. The institutional practice of the two countries gives us an important inspiration: the implementation of regular teacher flow system must be based on teachers and the effective protection of the premise; must develop a scientific and rational system of content and fair operating procedures; must be gradually implemented according to local conditions; must improve the relevant Policies and regulations and interest compensation mechanism and other supporting measures; and so on.
