伊春国有林区林权制度改革试点的职工家庭以承包有林地为主,用于发展用材林,但缺乏以短养长的办法,而且由于家庭经济困难,急需资金扶持和采伐指标。改革实施以来,职工对现有各项政策基本满意,最为关注的问题依然是林权凭证的发放和资金短缺。为彻底解决国有林区面临的问题,建议尽快出台自主经营、森林采伐和林地经营方式等方面的相关配套政策。
The pilot project of reforming the forest tenure system in the state-owned forest areas of Yichun is mainly undertaken by contracting of forest land for the development of timber forests but lacks the method of short-term growth. Due to the family’s economic difficulties, it is in urgent need of funds to support and harvest targets. Since the implementation of the reform, the staff and workers have basically satisfied with the existing policies. The most concern is still the issuance of the forest rights certificates and the shortage of funds. In order to completely solve the problems faced by the state-owned forest areas, it is suggested that relevant supporting policies concerning autonomous management, forest harvesting and forestland management should be introduced as soon as possible.
