十八届三中全会以来,尤其是《关于加快构建现代公共文化服务体系的意见》出台以来,地方财政对公共文化投入有所增加,公共文化服务设施建设得到了明显改善,人民群众的文化热情日益高涨,覆盖城乡的现代公共文化服务体系框架逐渐形成,但仍然存在公共文化服务机构建设不平衡,专业人员极度短缺,部分政府不重视,不作为的现象。本文以河北省沧州、衡水、邢台为例,对以上问题进行了具体阐述,并提出了解决问题的对策 Since the Third Plenary Session of the 18th CPC Central Committee, especially since the introduction of the “Opinions on Accelerating the Construction of a Modern Public Cultural Service System”, local public finance has increased its investment in public culture and public cultural services and facilities have been significantly improved.
