目前,对被拆迁人实行货币化安置的作法已经得到了社会的认可,并认为这是解决“拆迁难”的一种好办法,是适应社会主义市场经济发展的有效模式;但真正实行货币化安置的城市仍占少数。如何使这一作法得到完善和发展,并使之得到广泛的推广就显得尤为重要。 为了更好地推行货币化安置,应当从实际出发,制定出一套适合当地实际情况的实施细则,这其中要解决好以下几个问题: 一、货币数值的确定。笔者认为货币化安置的数值=应安置房屋的价格-被拆迁人要安置房时应交纳的差价+搬家补助费+临时安置补助费+地区差
