With the reorganization of the People’s Armed Forces to local systems, the conflicts between the Armed Forces cadres who “can not get out or come in” have become increasingly acute. In the past few years, we have been paying attention to actively giving play to the functions of the military departments under the leadership of the local party committees and governments, making breakthroughs in this work and making progress.
