根据工业转型升级的战略性、动态性、全局性和系统性特征及主要内容,构建了测度工业转型升级发展水平的指标体系。综合运用群决策层次分析法和因子分析法并结合乘法归一化对指标进行综合赋权。对湖南长沙、株洲、湘潭、衡阳、岳阳和常德6个市区的工业转型升级高度化水平进行测度。结果显示,6个市区的工业转型升级水平呈平稳增长态势,长沙市、株洲市和湘潭市的综合发展水平较高,而衡阳市、岳阳市和常德市的综合发展水平则相对较弱。然而,整体仍旧处于低下水平,工业结构升级的任务任道而重远。
According to the strategic, dynamic, global and systematic features and main contents of industrial transformation and upgrading, an index system is set up to measure the level of industrial transformation and upgrading. Comprehensive use of group decision-making level analysis and factor analysis combined with multiplication and normalization of the indicators of comprehensive empowerment. Measure the high degree of industrial transformation and upgrading of six urban areas in Changsha, Zhuzhou, Xiangtan, Hengyang, Yueyang and Changde in Hunan Province. The results show that the level of industrial transformation and upgrading in six urban districts shows a steady growth trend while the comprehensive development level in Changsha, Zhuzhou and Xiangtan is relatively high while the comprehensive development level in Hengyang, Yueyang and Changde is relatively weak. However, the overall situation is still at a low level and the task of upgrading the industrial structure is well-established and far-reaching.
