依法从严治警是一项系统工程 ,必须着眼防范 ,标本兼治 ,实行教育、管理、监督相结合。从现实情况看 ,公安机关的监督工作难度仍然较大 ,突出表现在 :一是当前有些公安民警和领导干部不习惯、不愿意受到监督和约束 ;自身不能廉洁从政者对监督有反感和抵触情绪 ;腐败分子则阻挠监督甚至对敢于监督他的人打击报复。二是由于体制、机制和制度等因素 ,存在查、处分离 ,责、权脱节 ,以致处理困难。切实加大公安队伍管理力度是从严治警的关键。当前要特别注意抓好以下几方面 :1 提高公安机关领导干部接受监督、支持监督的自觉性 ,继续抓好领导干部廉洁自律工作。 2 在继续完善监督管理规章制度的同时 ,认真抓好落实。 3 完善内部监督机制 ,理顺关系 ,发挥监督工作合力 ;公安机关纪检、监察和督察机构发挥职能作用 ,真正进行铁面无私的监督。 Strict law enforcement according to law is a systematic project, must focus on prevention, treating the symptoms, the implementation of education, management, supervision combined.
