陆佑楣:中国工程院士,中国大坝委员会主席三峡工程作为一项补救长江在自然发育中已经失衡的生态平衡的有效措施,从本质上讲是一项伟大而重要的生态工程。三峡工程能使广袤富庶的华中平原不受洪水威胁,生态秩序走向良性循环,将使平原湖区生态达到新的相对稳定。这对全国经济的可持续发展具有重要意义。谭培伦:著名防洪专家三峡工程不是解决长江洪灾的唯一措施。1954年长江分洪量是500亿立方米,而三峡防洪库容是200多亿立方米。这就意味着,即使当时就有三峡水库的调节,也还有近300亿立方米的洪水要靠分洪等其它方式解决。因此,长江中下游的防洪是一个系统工程。
Lu Youmei: Chinese Academy of Engineering, Chairman of China Dam Commission Three Gorges Project, as an effective measure to remedy the imbalanced ecological balance in the natural development of the Yangtze River, is essentially a great and important ecological project. The Three Gorges Project can make the vast and prosperous Huazhong Plain not be threatened by flood and the ecological order leads to a virtuous circle, which will make the ecology of Plain Lake reach new relative stability. This is of great significance to the sustainable development of the national economy. Tan Peilun: The famous flood control expert Three Gorges Project is not the only solution to the Yangtze River flood. In 1954, the amount of flood diversion in the Yangtze River was 50 billion cubic meters while that of the Three Gorges flood control was more than 20 billion cubic meters. This means that even with the adjustment of the Three Gorges Reservoir at that time, there are still about 30 billion cubic meters of floods to be resolved by other means such as flood diversion. Therefore, flood control in the middle and lower reaches of the Yangtze River is a systematic project.
