针对水电开发活动中的生态问题,提出影响水生生物及生态系统的3个重要因素:鱼类洄游、生态流量及电厂高峰负荷,并分别论述了相关生态问题的缓解措施。分析了生态栖息地保护和修复面临的挑战,提出了实现可持续水电开发的5个关键步骤。结合3个工程案例,指出综合利用国际通用的经验与针对具体工程的专业技术,可使工程达到生态保护的要求,确保工程按时按预算交付,并获得所有利益相关者的认可。
In view of the ecological problems in hydropower development activities, three important factors that affect aquatic organisms and ecosystems are proposed: fish migration, ecological flow and plant peak load, and the mitigation measures of related ecological problems are respectively discussed. The challenges faced in the protection and restoration of ecological habitat were analyzed, and five key steps to achieve sustainable hydropower development were put forward. Combining with the three project cases, it is pointed out that the comprehensive utilization of international common experience and the project-specific technical expertise will enable the project to meet the requirements of ecological protection and ensure that the project is delivered on time and on budget with the approval of all stakeholders.
