This article is compiled from “The Arms Control Today”, September 2003 by Rajesh Masbaslu, the director of Mumbai International Research Center in India. From the standpoint of India, the author believes that in the face of two completely different opponents of China and Pakistan, the choice of India’s nuclear strategic model faces a major challenge. Whether it is to expand nuclear arsenals to seize nuclear advantages or to maintain a low-level nuclear force to ensure nuclear safety? This article starts with the inherent laws of nuclear war and fully examines the various real threats India faces, thus proposing the basic idea of a minimum nuclear deterrence strategy .
