自从1990年在辽宁省的新宾、桓仁两县正式开始了人工林活立木有偿流转工作试点后,全省的森林资源流转发展迅猛,流转的形式多样。森林资源的流转,明晰了林业的产权,调动了全社会办林业的积极性,提高了林业集约水平,促进了农村产业结构的调整。但由于流转中存在着“暗箱操作”、价格偏低、各种不合理收费等问题,影响了流转的正常进行。应开展森林资源流转市场的清理整顿,尽快出台森林资源流转的有关规定,建立健全评估制度。
Since the pilot project of compensating the flow of live standing tree plantations in Xinbin and Huanren counties of Liaoning Province in 1990, the flow of forest resources in the province has witnessed rapid development and various forms of circulation. The circulation of forest resources clarified the property rights of forestry, aroused the enthusiasm of the whole society to run forestry, raised the level of forestry intensive and promoted the adjustment of rural industrial structure. However, due to the existence of “black-box operations” in circulation, the prices are low and all kinds of unreasonable charges and other issues have affected the normal circulation. We should carry out clean-up and rectification of the market for the circulation of forest resources, promulgate the relevant provisions on the circulation of forest resources as soon as possible and establish and improve the assessment system.
