目的车载式移动医院中的通信指挥车是处置突发事件现场的移动指挥中心.因此,研制一种具备完善的通信指挥、调度会商、远程会诊、科普宣教等多种功能,可建立现场与后方指挥中心互通的应急通信专网,用于突发事件现场的视频、数据等信息实时备份传输的大型通信指挥车很有必要.方法 根据通信指挥车的功能定位要求,选型专用底盘,研制具有自主知识产权的指挥系统,研发优选通信设备设施,严格按流程布局配置卫星通信系统、通用移动通信长期演进技术(long term evolution,LTE)自组网基站网络、单兵(无人机)图传、短波及超短波等系统.结果 车辆最高时速可达100 km/h,可同时满足21人现场开会,利用现代通信技术、图传技术和数据链接等技术实现前线与后方信息无缝传输,实现现场高效指挥,大幅提升现场救治效率,满足一般车辆不具备的通信指挥能力和现场办公条件.结论 整车性能优良、功能完备,实现能在突发事件紧急情况下,可以快速机动到现场,对现场声像实况进行采集传输,保证实时监控指挥,显著提高了指挥通信装备的水平.“,”Objective The communication command vehicle in the vehicular mobile hospital is the on-site mobile com?mand center for handling emergencies. Therefore, it is necessary to develop a large communication command vehicle with perfect communication command, scheduling consultation, remote consultation, science popularization, publicity and education and other functions, which can establish a private emergency communication network between the scene and the rear command center for real-time backup transmission of video, data and other information of the scene of an emergency. Methods According to the functional positioning requirements of the communication command vehicle, se?lect special chassis, develop command system with independent intellectual property rights, develop and optimize com?munication equipment and facilities, and strictly configure satellite communication system, LTE AD hoc network base station network, individual(UAV) image transmission, short wave and ultra-short wave system and other systems in ac?cordance with the process layout. Results The vehicle can reach a maximum speed of 100km/h, and can meet 21 peo?ple at the same time. It can realize the seamless transmission of front and rear information by using modern communica?tion technology, image transmission technology and data link technology to achieve efficient on-site command and great?ly improve on-site treatment efficiency, meeting the communication command capability and on-site office conditions that are not available in general vehicles. Conclusion The vehicle has excellent performance and complete functions. It can move to the scene quickly in case of emergency, collect and transmit live sound and video on the scene, and en?sure real-time monitoring and command, which significantly improve the command and communication equipment.
