本文认为,依靠德才兼备的领导(也即“伯乐”)来选拔人才具有内在的缺陷。主要是因为领导的心智模式可能与人才的心智模式存在着差异;而且领导往往过于自信,不能认真冷静地看待人才与自己的不同。本文提出了选人应该以集体智慧代替个人智慧,以制度选人代替领导个人选人以及制度选人的一些具体措施。
This paper argues that it is inherently flawed to rely on leaders with both ability and political integrity (also known as “bole”) to select and apply talent. Mainly because the leadership’s mental model may differ from the mental model of the talent; and the leaders are often overconfident and can not take a serious look at the difference between a person and himself. This article proposes some specific measures that the candidate should replace the individual’s wisdom with collective wisdom, choose the system to replace the individual to lead the election, and choose the system.
