领导者的创造能力不是一般的有效解决问题的能力,而是以独特方式突破常规去解决新问题的一种更高层次的能力。这种能力能否得到有效激励,既依赖于领导者自身素质等内部条件,同时也依赖于各种外部条件,其中经济条件是很重要的因素。本文拟就此谈点管见,以求教于同行。经济体制对领导者创造力的发挥来说,是一个深层次的问题。传统的过分集中的计划经济体制,使企业领导者一切听命于上级的指令,只能按上级精神照抄、照转、照办。这种体制客观上制约着领导者创造力的发挥,因为创造力发挥所带来的“出格”和多样性同集中统一的指令是冲突的。同时在传统的过分集中计划体制下,领导者没有处理重大问
The creative ability of the leader is not a general ability to effectively solve the problem, but rather a higher-level ability to break through the routine and solve new problems in a unique way. Whether this ability can be effectively motivated depends not only on the internal conditions such as the leader’s own qualities but also on various external conditions, of which the economic conditions are very important factors. This article intends to talk about this talk, in order to teach in the peer. The economic system is a deep-seated problem for the leader’s creativity. The traditional over-centralized planned economy system enables all business leaders to take orders from their superiors and can only copy, take turns and follow the instructions of superiors. This kind of system objectively restricts the creativity of the leader, because the “special” and diversity brought by the creativity play a part in the conflict with the unified instruction.
