The Reports on the Work of the Govement present a number of features, such as official authority, annual continuity and fo-cused content, so it can be used as a major textual basis on which to de-fine the key work of ethnic minority rights protection. At the present stage, the key work is to realize economic and cultural rights by insisting on and perfecting the system of regional national autonomy with the aim of realizing the right to development. According to the 13th Five-Year Plan, it is necessary to protect economic rights in the regional development framework, the cultural rights in national communication and the right to autonomy under the rule of law.
