我军精简整编后,原来有团、营、连部(分)队的军分区,缩编成了只有几十名官兵、职工组成的机关体制。军分区卫生部门也大都由原来编制有卫生科和十几名医护人员、几十张病床、常规医疗设备比较齐全的门诊部(小型医院)变成了只有6—8名医生的卫生组。由于以上情况的变化,医生只能应付一些头痛发热的小毛病,病情稍重的病人只好上送体系医院,久而久之,就形成了大小病都送体系医院的状况。另外,由于卫生机构精减,加上管理不力,当前军分区系统的医务人员对学习卫生理论、总结临床经验以及进行卫勤战备训练都有弱化的趋势。这种状况若发展下去,不仅对平时
