当前,在企业被推向市场的大趋势中,革除旧的用工制度与工资制度已被提到议事日程,实行“多劳多得”,干好干坏不一样已势在必行。这项改革触及面广、影响大,单靠做思想工作,教育职工增加心理承受能力,或是制定一些规章制度维护竞争机制是远远不够的,企业领导者还应创造条件,让工人群众以“参与者”的身份投身竞争,变被动为主动,才能取得工人的支持,促进改革的成功。目前,北京西郊粮库借“企业教育综合改革实验”的东风,在构建“培训、考核、使用、效益、待遇”五位一体的模式中,总结出来的“以培训促竞争”的做法,比较好地解决了这个问题。
