就促进美国工业的竞争力这一点而论,联邦政府的科学政策执行得不平衡。但尽管联邦致府支持的基础研究与工业界的需要不尽符合,然而国家科学基金会工程研究中心及类似的计划正在使情况向好的方向发展。大规模的联邦科技计划,如阿波罗计划和现在的战略防御倡议,实际上都促进了工业研究与开发资源的分散转移。美国工业界应当成为有竞争力的工业界,联邦政府应当成为高效率的政府,为了这两者的利益,需要联邦政府和工业界领导人进行合作。
In terms of promoting the competitiveness of American industry, the federal government's science policy is unevenly implemented. But although the federal government's support for basic research does not match the needs of industry, the NSF Engineering Research Center and similar programs are making the situation better. Large-scale federal science and technology programs such as the Apollo Project and the current strategic defense initiative have in fact promoted the diversion of industrial research and development resources. The American industry should become a competitive industry. The federal government should become an efficient government. For the benefit of both, the federal government and industry leaders need to cooperate.
