1概况2004年7月16~17日,澧河上游及漯河市普降大到暴雨,由于降雨强度大,降雨集中,加之澧河上游为山丘区,洪水汇流快、来势猛,致使澧河发生继2000年之后又一次超标准洪水,官寨水文站最大洪峰流量达5350m~3/s,何口水文站最大洪峰流量达3020m~3/s、最高水位72.36m,超过保证流量620m~3/s、超过保证水位1.96m,造成了澧河自罗湾分洪闸以上30多公里的河道堤防全线漫溢,致使堤面受到严重冲刷,堤顶多处裂缝,堤背坡或临水坡冲刷坍塌,局部造成了堤防决口。这次超标准洪水在澧河堤防上共造成张集等决口8处,长约591m,对河道堤防造成的破坏十分严重,损失巨大。
