1944年美国副总统华莱士出访有着复杂的国际背景和原因,中苏关系急剧恶化,中美之间的财政谈判也陷入僵局,而且中国正面战场出现了盟国主要战场上唯一的大溃败,因此美国总统罗斯福需要一名特使考察中国的政治、经济和军事状况,同时劝说蒋介石改善与苏联的关系,并进行必要的政治和军事改革。然而华莱士此次访问并不负责讨论具体问题,而且其访问的结果不仅没有达到蒋介石的期望,对之后中美关系的发展变化也没有重大的影响。华莱士访问对中美关系的影响被夸大,主要是由于蒋介石对美国援华政策的猜忌,也与蒋介石对华莱士的印象有着极大的关系。
In 1944, Vice President Wallace paid a visit to the United States with a complicated international background and causes. The Sino-Soviet relations deteriorated sharply and the fiscal negotiations between China and the United States reached a deadlock. As the only major defeat on the main battlefield of the allied nation in China was the frontal battle, U.S. President Roosevelt needs a special envoy to examine China’s political, economic and military conditions. At the same time, he persuaded Chiang Kai-shek to improve relations with the Soviet Union and carry out the necessary political and military reforms. However, Wallace’s visit is not responsible for discussing specific issues. Moreover, the result of his visit not only failed to meet Chiang Kai-shek’s expectations, but also had no significant impact on the development and changes in Sino-U.S. Relations. The impact of Wallace’s visit on Sino-U.S. Relations has been exaggerated, mainly due to Chiang Kai-shek’s suspicions of U.S. aid policies and his relationship with Chiang’s impression of Wallace.
