由于多重因素的影响,两岸既有的农业合作机制在体现市场主导性的同时呈现出政府制度性缺位的状况,同时,合作机制的功能发挥范围也长期停留于投资贸易以及农业生产的技术领域。2008年5月两岸关系改善以来所呈现的两岸经济一体化取向和农业合作自身的进展,衍生了两岸农业合作机制创新诉求。未来,两岸应在市场与政府职能合理划分的基础上,形成市场机制与政府制度化安排良性互动;并从“大农业”范畴出发,建构更符合两岸农业竞争力提高和经济一体化需要的农业合作新机制。
Due to the multiple factors, the existing mechanisms for agricultural cooperation across the Strait have shown the absence of a government system while reflecting the market dominance. At the same time, the scope of functions of the cooperation mechanism has long remained in the technical fields of investment, trade and agricultural production . Since the improvement of cross-Strait relations in May 2008, the trend of cross-Strait economic integration and progress in agricultural cooperation presented by the two sides has given rise to the innovative appeal of cross-Strait agricultural cooperation mechanisms. In the future, the two sides of the Taiwan Straits should form a benign interaction between the market mechanism and the institutionalization of the government on the basis of a reasonable division of market and government functions. From the perspective of “big agriculture ”, construction should be more in line with the need to improve the agricultural competitiveness and economic integration across the Taiwan Strait New mechanism of agricultural cooperation.
