我国的自然灾害,发生频繁,危害严重。如何应用遥感、信息系统和计算机等高新技术、对重大自然灾害进行监测评价是国民经济建设和社会保障的重大问题。建立处理洪水、林火、旱灾、虫灾、雪灾、地震、沙灾等7种灾害的技术集成信息系统(ICS)来解决这一重大问题势在必行。论文论述了建立这一系统的必要性,介绍了系统的结构和功能模块。ICS的建立主要包括两方面的工作:数据库的集成和模型的集成,本文详细介绍了各种不同格式的灾害数据转换技术和不同机型的数据通信技术,介绍了模型库集成的一种方法,最后以洪水应急为实例,说明了ICS的应用。
Natural disasters in our country occur frequently and are seriously endangered. How to apply high-tech technologies such as remote sensing, information systems and computers to monitor and evaluate major natural disasters is a major issue in the national economic construction and social security. To solve this major issue, it is imperative to establish a technology-integrated information system (ICS) that deals with seven kinds of disasters such as flood, forest fire, drought, pest, snow disaster, earthquake and sand disaster. The paper discusses the necessity of establishing this system and introduces the structure and function modules of the system. The establishment of ICS mainly includes two aspects: the integration of database and the integration of model. In this paper, various formats of disaster data conversion technology and different types of data communication technology are introduced in detail. A method of model library integration is introduced, Finally, flood emergency is taken as an example to illustrate the application of ICS.
