史迪威是年月来中国战区任职的。史迪威初来中国时,蒋介石对他是信任的,同时对他还抱有很大期望。因为史迪威身兼美国驻华军事代表、中国军队参谋长等职,大权在握。时任美国总统罗斯福给史迪威的任务是:消除蒋介石集团的动摇,增大中国的抗日力量以利于美国,并要求史迪威掌握指挥权。蒋介石的打算则是,在抗日旗号下,从美国那里得到源源不断的援助壮大自己的军事实力,以待抗战胜利后重建他的统治。因此,蒋介石与史迪威之间,在关于美援的支配、军队的指挥权、对中国抗日军队的态度等问题上发生了尖锐的矛盾。

Therefore, there was a sharp contradiction between Chiang Kai-shek and Stilwell over issues such as the domination of the United States aid, the command power of the armed forces, and the attitude toward the Chinese anti-Japanese army.
