针对长江、黄河源头地区生态环境存在水土流失严重,土地沙化扩大,草原退化加剧,生物多样性遭到严重破坏,自然灾害频繁等重大问题,分析了在西部开发中加强对源头地区生态环境保护和建设的特殊意义,并提出了在西部开发形势下如何加强源区环境保护和建设的几点建议.
