民国第一届国会制定的《议院法》中规定了高额议员岁费,引起社会各方的强烈指责。国会在当时人民穷困、国库空虚的情况下,冒举国之大不韪,规定高额议员岁费是不适当的,在民初国会史上留下了不光彩的一笔。部分国会议员自视过高,忘乎所以,与中央行政官员的盲目攀比,以及当时政坛的腐败风气,是使国会做出这一不当规定的主要原因。
The “House Law” enacted by the first parliament of the Republic of China stipulates that the annual fees for high-level parliamentarians will arouse strong criticisms from all sectors of society. At a time when the people were deprived of their people and the state treasury was empty, the National Assembly held the country as a whole. It was inappropriate to stipulate that annual expenses of high-ranking members of the legislature should not be justified. It left a dishonorable record in the history of parliamentary assemblies in the early Republic of China. Part of the MPs are too self-conscious and forgetful of themselves. The blind comparisons with the officials of the Central Government and the corrupt practices in politics at that time are the main reasons for this misconduct by Congress.
