住房金融是一种政策性金融,与政府的住房福利政策紧密相联。国际经验表明,政府用金融手段实施其住房福利政策,同时也就掌握了住房市场的调控权。我国的住房公积金系统已积累了数额巨大的住房资金,如何在此基础上形成覆盖全民的、具有普惠性、同时又能对住房市场进行调控和影响的政策性住房金融体系,对于理顺我国房地产市场和防范金融风险具有十分重要的意义。本文就上述问题进行了分析和研究。
Housing finance is a kind of policy finance, closely linked with the government housing welfare policy. International experience shows that the government implements its housing welfare policies with financial means and at the same time masters the regulatory power of the housing market. China’s housing accumulation fund system has accumulated a huge amount of housing funds, how to form on this basis to cover the whole people, with inclusiveness, while the housing market regulation and impact of the policy of housing finance system, to rationalize our country Real estate market and prevent financial risks is of great significance. This article has carried on the analysis and the research to these questions.
