建设社会主义新农村是"叶一五"经济社会发展的一个重要目标,如何以新农村建设为契机,抓好民族地区农村经济的发展、促进民族地区农民增收,关键在于保护民族地区农民的发展权.本文从发展权、农民发展权、民族地区农民发展权三个方面论述了保障民族地区农民发展权的重要性.
