政府行政成本，是指国家公共权力机关在向社会提供公共产品和公共服务过程中耗费的经济资源，以及由此造成的当前和未来一定的经济损失。政府行政成本具有耗费的非营利性、非补偿性、资源耗费的经济性、计量的困难性、影响因素的多面性、披露的公开性和监督的社会性、隐蔽性与转嫁性等特征。
