安全文化:企业的白细胞全国企业安全文化建设经验荟萃之一

“十一五”计划提出了“安全发展”的重要指导原则,并且把 GDP 增长率卡在7.5%。摆明了拒绝粗放型增长方式的态度。中央的明智却在现实当中遭遇了被地方政府误解的尴尬:地方经济指标普遍“赶超”中央,在全国31个省市公布的规划中预期平均 GDP 增速达10.1%。此种现象如何解释,就在于整个社会缺乏安全和可持续发展认识的文化基础。对政府而言,只有安全发展,才能可持续发展,以此保证社会的平安和谐发展;对企业而言,企业的高速发展和基业常青,只有在长久持续安全的基础之上方得以实现。在经济决定了速度和规模的时候,文化,决定了质量。制度只能告诉人们最低标准,文化却能激励广大职工不断超越自我,形成自觉意识和习惯。5月20~22日,中国企业文化研究会、中国职业安全健康协会和国家安全生产监督管理总局宣教中心安全文化研究所在山东黄岛发电厂召开了全国企业安全文化建设与安全发展理论研讨暨经验交流会。会上,山东黄岛发电厂、开滦煤业集团、北京燕山石化集团、石家庄供电公司、兰州铁路局、武汉建工集团分别介绍了各自在企业安全文化建设的经验和做法。不求全面,只求把他们最有效最有特色的做法在两期的版面里介绍给大家(以下文章皆摘编自会议发言稿件)。他们做法各异,却都达到了异曲同工的效果:采用有效的控制手段就能保障安全;安全,体现一种更严格、更健康发展思维,安全文化是企业不可缺乏的健康因子! The “11th Five-Year Plan” sets forth an important guiding principle for “safe development” and stuck the GDP growth rate at 7.5%. Putting forward the attitude of rejecting the extensive mode of growth. In the midst of reality, the central wise met with the embarrassment misunderstood by local governments. Local economic indicators are generally “overtaking” the central authorities and the average GDP growth rate in the plans announced by 31 provinces and cities nationwide is expected to reach 10.1%. How to interpret this phenomenon lies in the lack of a cultural basis for the entire society to understand security and sustainable development. For the government, only when it is safe for development can sustainable development be achieved, so as to ensure the harmonious and peaceful development of society. For enterprises, the rapid development of enterprises and evergreen foundations can only be achieved on the basis of long-term continuous security. When the economy determines the speed and size, culture determines the quality. The system can only tell the people the lowest standards, while the culture can inspire the workers and staff to continuously transcend themselves and form conscious awareness and habits. May 20 ~ 22, China Enterprise Culture Research Association, China Occupational Safety and Health Association and the State Administration of Work Safety and Education Center, Institute of Safety and Culture in Shandong Huangdao Power Plant held a national enterprise safety culture construction and safety development theory seminar cum Exchange of experience. At the meeting, Huangdao Power Plant in Shandong Province, Kailuan Coal Industry Group, Beijing Yanshan Petrochemical Group, Shijiazhuang Power Supply Company, Lanzhou Railway Bureau and Wuhan Construction Engineering Group introduced their experiences and practices in enterprise safety culture construction respectively. We do not seek comprehensiveness but only introduce them to the most effective and characteristic practices in the two issues (the following articles are taken from the manuscript of the meeting). They have different approaches, but have achieved the same effect: the use of effective control measures to ensure safety; safety, reflect a more stringent and healthy development of thinking, safety culture is an indispensable enterprise health factor!
