据日本媒体报道,日本政府决定从2005年度开始研究第4代间谍卫星,目的是强化监视朝鲜核设施,使间谍卫星小型化,进一步提高机动性,对地面进行拍摄时在有限的最佳摄影瞬间拍摄更多的图像。决定开发第4代间谍卫星表明了日本要建立自己独立情报系统的决心。其实当日本2003年3月28日把两颗间谍卫星送上太空时,即已显示日本在情报方面希望摆脱依赖美国的局面,向建立独立情报系统迈出了关键的一步。
