我国目前仍是世界最大的烟草生产国和消费国,烟民超过3亿人,另有7.4亿人包括1.8亿儿童,长期饱受“二手烟”危害。2015年6月1日起正式施行的《北京市控制吸烟条例》(简称为控烟条例)将吸烟侵犯他人健康权利的行为明确定性为违法行为,明令所有公共场所、工作场所的室内区域以及公共交通工具内全面禁止吸烟,被称为“最严控烟条例”。世卫组织表示,这是国内与世界卫生组织制定的《烟草控制框架公约》立法精神最为接轨的一部地方性法规。
