绩效管理是组织有效性研究的一个重要领域。本文从制度与行为分析入手,建立绩效管理制度框架和实施流程,并从这个角度出发创建绩效评核体系。推行绩效管理制度应基于学校发展战略和专业发展规划,旨在有目的地指导、规范、引导、激励和协调组织与员工的绩效行为,促进组织学习和绩效持续改进。绩效评核体系是实施组织测量与控制的重要手段,目的是防止和纠正绩效行为偏差。绩效评核体系能否发挥作用,取决于组织评价理念、成功标准、评核活动组织以及测量指标体系的有效性等。推行绩效管理制度对提升教育质量有明确的可检验的积极意义。
Performance management is an important area for the study of organizational effectiveness. This article starts with the analysis of system and behavior, establishes the framework and implementation process of performance management system, and from this perspective, establishes the performance evaluation system. The implementation of performance management system should be based on the school development strategy and professional development plan, aimed at guiding, standardizing, guiding, encouraging and coordinating the performance behavior of the organization and staff with purpose to promote organizational learning and continuous improvement of performance. Performance appraisal system is the implementation of organizational measurement and control an important means to prevent and correct performance bias. Performance appraisal system can play a role, depends on the concept of organizational evaluation, success criteria, assessment of the organization and the effectiveness of measurement indicators system. The implementation of the performance management system has a clear and verifiable positive effect on improving the quality of education.
