2000年3月9日，国防科工委栾恩杰副主任到航空304所(国防科工委第一计量测试研究中心)做调研工作。在听取了委科技与质量司关于国防科技工业计量的基本状况、存在问题和改革思路的工作汇报后，针对进一步加强和改革国防科技工业计量工作作了重要讲话。栾副主任对国防科技工业计量工作面临的形势、计量与科技发展的关系进行了深入的分析，对在研型号特别是重点工程的科研、生产中发挥计量的作用等方面提出了明确的要求，现予刊登。
