In the recent two decades, various provinces and municipalities in our country conducted daring exploration and reform on the construction of expressway operation and management institutions based on their own actual conditions, and accumulated many valuable experiences. However, with the gradual establishment of a socialist market economic system and the continuous introduction of various financing methods, the original operation and management mode of expressways formed under the planned economy system has become increasingly unsuited to the needs of diversified investors. At this stage, our country expressway has two kinds of social attributes, namely public welfare and commodity. Public welfare refers to the public service for the purpose, with a stable source of funding for construction and fixed operating and management funds. The highway with commodity attributes is under the condition of socialist market economy, according to the value
