浙江的温州是一个创造奇迹的地方,在社会福利社会化的进程中,温州人不拘一格,创造出了多种民办福利机构的模式,形成了一个以政府主导为主体、多元承办、多渠道投资、市场化管理、服务大众的新格局。使得温州的社会福利机构在数量和品种上达到了17种类型、695家,孤老和优抚对象全部得到集中供养,农村五保老人集中供养率达到52%,12000多名老人住进老人公寓、山庄等养老服务机构。 也正是由于承办与投资主体的多元及市场机制的引进,为社会福利事业的发展提出了一些新的值得思考的问题。这里,作者对该市两个不同模式的民办福利机构进行了个案分析并提出了自己的思考,并进一步提出了民政部门作为主管部门应当如何对策的建议。
Wenzhou, Zhejiang Province is a miracle place. In the process of socialization of social welfare, Wenzhou people are eclectic and have created a variety of private welfare agencies, forming a government-led, diversified and multi-channel Investment, market-oriented management, public service to the new pattern. Making Wenzhou’s social welfare agencies in quantity and variety reached 17 types, 695, all the elderly and special care recipients were all centralized support, the rural five guarantees the concentration of the elderly support rate of 52%, more than 12000 elderly people live in the elderly apartments, Villa Other pension services. It is precisely because of the diversity of contractors and investors and the introduction of market mechanisms, which put forward some new and worthwhile issues for the development of social welfare undertakings. Here, the author made a case study of two different modes of private welfare institutions in the city and put forward his own thinking, and further proposed the civil affairs department as a competent department should countermeasures.
