The International Competitiveness Report released by the Lausanne Institute for Management Development in Switzerland shows that the international competitiveness of China's Mainland is declining year by year. In 1999, out of the 47 countries participating in the assessment, China ranked 29th in international competitiveness and 25th in science and technology competitiveness. By 2000, the two indicators dropped to 31st and 28th respectively. Among them, among the two technical indicators that can best measure the competitiveness of a country, mainland China ranks in the back ranks. For example, the degree of availability of qualified engineers ranks the first to be the lowest; and the availability of qualified information technicians ranks the second to last. International competitiveness is an important indicator to measure the degree of industrial and economic development of the country. The decline of our country's international competitiveness ultimately results from the lack of technological innovation and its disjunction in the chain of technological innovation.
