过去30年里,众多国家都开启了公共管理的改革。在这一转型的改革过程中,一些所谓的“神话”影响着公共管理的治理与责任。论文认为,神话体现为三个方面:私人部门生产更具效率优势,公共雇员报酬过多且无效率,私有化决策不连续且不影响未来治理结构。这些神话阻止人们去追求公共服务管理革命核心共性,放弃了对改革效果的评价,并放缓了对未来公共部门角色的理解。要超越这些神话,需要探究每次改革的效力、责任的预期以及治理意义;同时改善薪酬经费的结构以符合现实的要求,并采取市场化的公共管理方式来加强公私之间的合作。
Over the past 30 years, many countries have started the reform of public administration. During this transformational reform, some so-called “myths” affect the governance and responsibility of public administration. The dissertation holds that the myths are embodied in three aspects: the private sector produces more efficiency advantages, the public employees pay too much and are inefficient, the privatization decision-making is not continuous and the future governance structure will not be affected. These myths prevent people from pursuing the common core of the revolution in public service management, giving up the evaluation of the effect of the reform and slowing their understanding of the role of the public sector in the future. To go beyond these myths, we need to explore the effectiveness of each reform, the expectation of its responsibility and the significance of governance. At the same time, we should improve the structure of remuneration funds so as to meet the real requirements and adopt market-based public management to enhance public-private cooperation.
