随着社会主义市场经济的建立和完善,经济体制改革的不断深化,内部单位已从原先计划条件下的管理模式、分配方式逐步转变成依法自主经营、自负盈亏、自我发展、自我约束的商品生产单位和经营单位。在这种新旧体制转换过程中,内部单位必然会出现大量新情况、新问题,其中内部单位不稳定因素的出现,不仅干扰内部单位正常的生产、工作秩序,更影响整个社会治安大局的稳定,成为各级党委政府尤其是公安机关亟需研究解决的重大问题。一、内部单位不稳定因素的特点近几年来,内部单位通过自身不断改革,不断完善,在发展经济和社会保障等各方而都取得了突破性进展。然而,内部单位在改革过程中出现的各种不稳定因素也依然存在,表现出多样化、复杂化和严重化的发展趋势。
