基本思路是借鉴黄河已开展的水权转让理念,在政府引导下,由工业企业投资黄河流域多沙粗沙来源区水土保持工程建设,达到减少入黄泥沙的目标,从而置换出部分水量给工业企业。从粗泥沙集中来源区治理是黄河治理的根本措施、水资源已成为能源基地发展的严重制约因素、支流入黄水沙量已呈急剧减少趋势、粗沙集中来源区坝系建设为水沙综合利用奠定基础等四方面,提出水土保持水沙置换的必要性,对水土保持水沙置换模式和置换对象、涉及的关键技术问题,如可置换水量、水土保持水沙置换期限、水土保持水沙置换费用和水土保持水沙置换监测进行了探讨。
