1939年4月,天津伪联合储备银行与海关监督程锡庚在天津英租界被中国爱国人士刺杀。日本以“天津事件”为借口,迫使英国在与日本举行的东京谈判中达成以中国利益换取缓冲英日关系的“有田—克莱琪协定”。天津事件的发生在中国引起强烈反响,国民政府发表声明,当时的知识界在报刊上发表评论,批判英国对日妥协态度、分析英日在华矛盾、探讨如何争取抗战胜利等等。他们对天津事件的冷静观察和分析,折射出中国政府和民众在极端困难条件下对于国际关系变化与中国抗战的基本认识。
In April 1939, Tianjin Puppet Reserve Bank and Customs Supervisor Cheng Xigeng were assassinated by Chinese patriots in the British concession in Tianjin. Japan used the “Tianjin Incident” as an excuse to force the United Kingdom to reach a “Atian-Clementi Accord” in exchange for the interests of China for cushioning the UK-Japan relations in the Tokyo negotiations with Japan. The Tianjin incident caused a strong reaction in China. The National Government issued a statement when intellectuals made comments in the press, criticized Britain’s attitude towards compromise with Japan, analyzed the conflicts between Britain and Japan in the war, and discussed how to win the war of resistance. Their calm observation and analysis of the events in Tianjin reflected the basic understanding of the changes in international relations and the war of resistance against Japan by the Chinese government and the people under extremely difficult conditions.
