在输配电价改革的监管模式下,电网企业整体效益水平受到制约,国资委现行的考核模式不再适应改革后新的盈利模式。同时,监管机构也会制定考核电网企业服务质量和运营效率的奖惩机制。为此,需要积极推动国资委调整对经营业绩的考核方式,向监管机构争取有利的监管政策,构建基于电价管制的电网企业绩效考核机制。 Under the regulatory mode of transmission and distribution tariff reform, the overall efficiency of power grid enterprises is constrained, and the current assessment mode of SASAC is no longer suitable for the new profit model after the reform. At the same time, regulators will also formulate rewards and punishments to assess the service quality and operational efficiency of power grid enterprises. To this end, we need to actively promote SASAC to adjust its assessment of operating performance, seek favorable regulatory policies from regulators and establish a performance assessment mechanism for grid enterprises based on tariff control.
