本文从法理学的角度入手，参考TBT 协议中对技术法规的界定，给出了技术法规的概念，并进一步分析了技术法规的法律rrrrrrrrrn性质，得出其属于经济法的结论，其后从法理学的视角着重研究了技术法规的规范作用和社会作用，对技术法规的相关理rrrrrrrrrn论做出了初步的探讨。
