1947年春,轰动一时的海闽轮与伏波舰碰撞惨案,从政界到社会,经历重重波折,将近一年才告平息。当事船一方是原招商局2500吨级的海闽货轮,另一方是国民党海军一千吨级的护卫舰伏波号。碰撞时间是1947年3月中旬某天子夜0时后几分钟,地点在福建省沿海湄州湾口外的乌丘屿(俗名龟山)。当时海闽轮北航将平乌丘屿灯塔,伏波舰南航也将平乌丘屿灯塔,双方相对位置形成伏波舰居左显示绿舷灯,海闽轮居右显示红舷灯。根据海上避碰规则:“两船交叉相遇,居左者避让居右者的规定。”伏波舰居左是让路船,海闽轮居右是被让路船。由于伏波舰没有按规则执行让路义务,反而强行抢头横越,待两船逼近出现
